CRCI State Prison Releases
Columbia River Correctional Institution is a minimum-security men's prison operated by the Oregon Department of Corrections. It sits within Multnomah County, but it does not belong to the county jail system. A person leaving CRCI should not be sought first in MCSO's PAID release list unless that person also had a separate county booking.
State-prison release can mean completion of the incarceration term followed by post-prison supervision, parole under an applicable sentence structure, unconditional discharge after all custody and supervision obligations, or transfer to another authority. The ODOC offender record, release or discharge documents, Board order when parole applies, and local supervision records should be read together. Physical location in Portland does not convert a state event into a Multnomah County jail release.

Search CRCI Release Status
The Oregon Offender Search is the correct first public locator for someone who served a sentence at CRCI. Read and accept the portal's disclaimer, search by name, and use the state identification number, or SID, when known. Open the likely record and compare identity and custody information. A name-only match can point to the wrong person.

- Enter the person's name and SID when available. Review all likely matches instead of choosing by name alone.
- Compare the record with known CRCI and sentence details. Do not assert a specific projected-date label unless it appears on the live record.
- For exact discharge or certified proof, submit an ODOC request that identifies the person, SID, CRCI, and the specific documents sought.
The OOS disclaimer says data are periodically updated, may change, and do not constitute an official record. The research did not verify a current exact projected-release-date label on a released OOS result. It would be inaccurate to import PAID's county field name into the state portal or promise that every ODOC profile publishes a projection.
An OOS lead can identify the record. An ODOC release or discharge document provides the stronger historical source.
Request CRCI Discharge Records
Use the ODOC Public Records Center for a complete or certified CRCI record. ODOC no longer accepts its older email routes. Submit through the linked portal or mail a written request to Oregon Department of Corrections, Attn: Public Records Request, 3723 Fairview Industrial Drive SE, Suite 200, Salem, OR 97310.
Give first and last name, requester contact information, SID, CRCI, the relevant date range, and an adequate description. Ask specifically for public-information prints, first and last face sheets, sentence orders or judgments, the release or discharge entry, and parole or post-prison supervision discharge material when it applies. State whether certification is needed.
The ODOC pen-pack form is another focused route. A pen pack may include face sheets, a public-information print, a photograph, court sentence documents, and, where applicable, parole discharge, revocation recommendations, or structured-violation sanctions. Public material remains subject to exemption review and redaction.

ODOC can request clarification and a fee payment before production. Listed payment methods are money order, cashier's check, or business check. A personal check is not listed.
CRCI Projected Release Dates
A projected date is an estimate based on the operative sentence and credit rules. For eligible ODOC felony sentences, ORS 421.121 permits an earned-time reduction of up to twenty percent, with statutory exclusions and a six-month actual-confinement floor. Credits depend on conduct and adult-basic-skills participation under applicable rules and can be granted, retracted, or restored.
Oregon does not have a universal rule that everyone serves about eighty-five percent. A Measure 11 minimum imposed under ORS 137.700 is served in full without an ORS 421.121 reduction. Other sentence structures have different rules. Court amendments, pretrial credit, consecutive or concurrent treatment, misconduct, detainers, appellate action, and administrative corrections can also change a projected date.
Confirm a past CRCI release through the actual state release or discharge entry rather than an old projection. The Multnomah County inmate release-date page explains how county and state calculations differ.
CRCI Post-Release Supervision
Many people leaving an Oregon prison begin post-prison supervision. That is community supervision following a determinate state-prison sentence. Probation is ordered by a court and can occur without prison. Parole is a conditional-release system tied to particular offense and sentence dates, especially older or indeterminate structures. The words are not interchangeable.
When a person returns to Multnomah County, the Department of Community Justice performs much of the local daily supervision. The Oregon Board of Parole and Post-Prison Supervision sets conditions and makes designated parole and post-prison decisions. No current public person-name database of completed Board decisions was found. Request the written order from the Board records channel.
An absconding or violation allegation does not reveal current custody by itself. It can lead to a warrant, sanction, or revocation, but the issuing and custody agencies must confirm those events.

CRCI Release Alerts Through VISOR
Oregon replaced VINE and VINELink with VISOR in October 2023. The VISOR portal covers people in Oregon county and state facilities, including CRCI. Search by name or offender number, verify the match, and register phone, text, email, or TTY contact information. Account and guest registration are available.
Current official VISOR instructions do not use the old four-digit VINE PIN. An account uses a password and security question, while guest registration remains an option. VISOR can notify about release, transfer, escape, or death. It is a prospective alert and custody-change signal, not a certified discharge record or a federal locator.
For durable confirmation, pair any alert with OOS, an ODOC record, and the court or Board order that explains the legal event.
CRCI Transitional Release Programs
The ODOC 2024 PREA report describes CRCI as having capacity for up to 558 people, with the population generally within four years of release and a reentry focus. It also describes a program in which successful participants may reach a ninety-day transitional-leave phase before sentence reduction and post-prison supervision. Those facts describe the institution and program, not an entitlement or guaranteed date for one person.
Transitional leave is a structured legal status. It is not unconditional discharge. The ODOC record should confirm the exact status, start date, conditions, and whether post-prison supervision follows. Program participation alone cannot establish that someone left CRCI.
CRCI Returns to Multnomah County
Multnomah County's ARC Transition Services provides a local continuity layer for people returning from prison. Planning can begin up to 120 days before release and continue for 90 to 180 days afterward. Documented help includes case coordination, transportation, medical or benefit appointments, and family or friend orientation.
ARC involvement does not prove that a particular person has been released, nor does it replace an ODOC or supervision record. It explains one local process that may operate around a CRCI return. Agency records remain the source for the date, status, and terms of release.

MCSO's county jail line cannot certify a CRCI discharge. Likewise, a CRCI record will not normally appear in the county seven-day release view. The correct custodian is central to a reliable answer.
CRCI Release and ICE Claims
Do not infer immigration detention merely because someone disappears from a state-prison locator or leaves CRCI. Oregon law limits state and local resource use and certain custody or release-date disclosures for federal civil immigration enforcement, subject to stated exceptions. The actual ODOC release or transfer record must be checked.
If separate evidence points to immigration custody, the ICE detainee locator is a present-custody check. A no-result can have several causes and is not proof of community release.
